TIF Districts in Elkhart County


 

TIF Districts created by Elkhart County

Created by Elkhart County [those in the corporate limits of the towns were created by the county redevelopment commission as the towns do not have redevelopment commissions]

1. North Baugo: created to extend sewer and water to a local manufacturer [Patriot Homes] that wanted to expand its facility.

2. Millersburg [Forest River]: To transition the wastewater treatment plant for the Town of Millersburg from a level operation mode to a long-term continuous maintenance operation mode in order to provide reliable service for and growth in the Millersburg TIF district.

3. Middlebury East: To provide for the upgrading and expansion of the municipal sewer treatment plant to accommodate wastewater processing to assist in serving the Middlebury East TIF District. Revenues were pledged to loan financing
obtained for the project.

4. Middlebury South Agricultural: A pilot project to determine the efficacy of using a TIF District to protect farmland and encourage agricultural development within the economic development area. Project includes the acquisition of conservation easements or other agricultural development issues in the economic development area along with potentially improving the roads and drainage facilities serving the economic development area in order to foster, encourage, and maintain agricultural development and agricultural business within the economic development area.

5. Middlebury Southeast: Created to extend sewer and water and other sanitary sewer line improvements to serve the TIF district. Revenues were pledged to loan financing obtained for the project.

6. Northwest Gateway: Recently created to provide infrastructure to a commercial area on the north and west side of the county. Commercial area a bit run down. Wal-Mart recently decided to locate in this area and we are using revenue generated by that development to improve infrastructure and implement a redevelopment plan for the area.

7. Western Gateway: Extension of municipal sewer and water to the Elkhart County Corrections Complex which will also benefit the western Gateway TIF District. Improvement of CR 26 and SR 19 intersection which will benefit the Western
gateway TIF District.

8. South Benton: Recently created in conjunction with the Town of Syracuse in Kosciusko County. The Town of Syracuse intends to extend sewer to a town owned industrial property located in Elkhart County.

9. Northeast Corridor: Created in about 1990 to provide revenues for the widening of CR 6 and CR 17 where substantial industrial growth was occurring. Projects also included the extension of sewer and water lines to a number of industrial areas that originally developed on well and septic systems.
